Police And Fire Report
PRESS RELEASE FOR THE WEEK OF August 11-August 17, 2014
Any charges reported in this press release are merely accusations and the Defendant is presumed innocent until proven guilty.
Noise Disturbance: At 02:35 hours VPD received a report that local establishments patrons were too loud. The patrons had been quieted down upon officers arrival.
Intoxicated Pedestrian: At 03:15 VPD received a report that an intoxicated individual was swimming in the water by the Kelsey Dock. PBT results showed that he was indeed intoxicated and was released to his coworkers who took care of him.
Fraud: At 11:22 hours VPD received a report from an individual that a law firm was illegally taking money out of his account. This case is under investigation.
Protective Order: At 11:49 hours, received a long term protective order from the Valdez Court house to be served on an individual in Valdez. The order was served.
MVA – H&R: At 12:13 hours, VPD received a report of a hit and run that had occurred in the parking lot of a local business. This case is under investigation.
Serve Time: At 13:43 hours, Ethan Connell checked into the VPD jail to serve time on Assault 4 conviction.
Reckless Driving: At 18:17 hours, VPD received a report that a white mercedez ran a stop sign, almost hitting the complainant and then swerved a few times. Officers made contact with the suspect vehicle and driver. The driver denied any wrong doing. The officer did not detect any alcohol on the driver.
Civil Issue: At 21:22 hours, an individual contacted VPD because they were unhappy with the new billing procedures at a local business and wanted to know what they could do. Officers advised that if they did not like the new policy then they did not have to use the business.
Disturbance/Suspicious Person: At 05:58 hours, VPD received a report that over the last two mornings the complainant has heard someone in her back yard. The caller did not have a good description of the individual
Possible Drunk Driver: At 06:49 hours, a vehicle was pulled over for possible drunk driver due to his poor driving. Officers determined that no alcohol was involved. The driver indicated that he was late for work and was brushing his teeth. The driver was also issued a warning for tinted windows.
Vehicle Theft: At 07:20 hours, VPD received a report that a Subaru Forester was taken from his driveway sometime after 22:30 hours the previous night. After receiving descriptors of and adult male, with a black jacket and black hair in the area, VPD dispatch was had reviewed security footage from the city hall camera, noted that a male matching that description walked through and seemed to be under the influence. Photos were printed of the individual and taken over to Silver Bay, who confirmed the individual was an employee. Officers then located the stolen vehicle parked behind the bunkhouse. Andrei Rugamas, was subsequently contacted in his room and arrested for Vehicle Theft, DUI, Driving without a license, Misconduct Involving a controlled substance. While investigating, officers located a computer in Rugamas’ possession that had been reported stolen approximately two weeks prior, also Rugamas was seen on camera taking an item from city hall. Rugamas was also charged with Burglary and Theft. He is currently being held at the Valdez Jail, bail was set for $10,000.
Criminal Trespass: At 09:51 hours, an individual was reported to be sleeping in the attic of the firehouse. Officers arrested Stephen Tirado, DOB: 12/30/89 of Glennallen for Criminal Trespass and Theft. Tirado was transported to the Anchorage jail.
Lost Property: At 17:11 hours, VPD received a report of a Lost Iphone with a Black case and clip. If you have found this item, please turn it into the Police Department.
Criminal Mischief: At 18:35 hours, VPD received a report that someone had sprayed paint on a house. This case is under investigation.
Theft: At 19:24 hours an individual reported that someone had taken her purse out of her vehicle while at the Post office. The complainant called back later and indicated she found her purse at home.
911 Hangup – At 20:59 hours VPD received a 911 hang up call in which arguing could be heard in the background. Dispatch recognized the names in the background. Officers responded to the residence and made contact with Katrina Trefon and two other individuals. Trefon was intoxicated and in violation of her misdemeanor probation. Case was forwarded to the DA’s office for possible Probation Revocation.
Stop FI: At 23:56 hours, officers contacted an individual, who was urinating in a parking lot. The individual was not aware that he could not urinate in public. He was given a warning.
Disturbance: At 00:15 hours, VPD received a report that an intoxicated individual was refusing to pay his bill. Officers made contact with the individual who did end up paying his bill and was told to leave the premises. He left without further issues.
Minor Consuming: At 02:44 hours, VPD received a report of some kids being very loud by the skate park and that they may be intoxicated. Officers responded and made contact with 5 juveniles ages 13 to 14. Four of the juveniles were issued summons for Minor Consuming and transported to their parents. All five were issued warnings for curfew.
Public Service: VPD officer conducted ALICE training for the college.
Driving While Revoked: At 00:30 hours, a VPD officer conducted a routine traffic stop. Dane Gilson, DOB: 02/13/84, of Valdez, was arrested was subsqently arrested after a state check showed his driver’s license had been revoked from a arrest. He was also charged with Violating Conditions of Release. He was later released on $750.00 bail.
Driving Under the Influence: At 01:58 hours a VPD officer conducted a routine traffic stop on a vehicle when the vehicle failed to stop at a stop sign. The driver showed signs of intoxication and performed poorly on the field sobriety tests. Sofia Strzelewicz, DOB: 10/3/88, of Anchorage was arrested for DUI and transported to the Valdez Jail. She was later released on $500 bail.
Fish & Game: At 06:49 hours, VPD received a report that a family of swans were in the roadway and one of them appeared to be injured. The swan family had left the area before the officer arrived.
Agency Assist: VPD received a request from the Alaska State Troopers, Anchorage, to serve a summons on an individual residing in Valdez. Papers were served to the individual on 8/16/14.
Fish & Game: At 11:53 hours, VPD received another call stating that the family of swans were in the roadway and holding up traffic. Animal control responded and reported that the swans were off the road and back in the water.
Welfare Check: At 22:09 hours, VPD received a request for welfare check on an individual. Officers met the complainant at the residence in question and made entry into the home. It was determined that the individual needed medical attention and the call was turned over to EMS.
Search & Rescue: At 22:36 hours, VPD received a call from a couple of hikers who had gotten lost on the Shoup Bay trail. VPD officers responded and made phone contact with the hikers, we subsequently were able to walk towards the patrol car lights by utilizing the river bed. They eventually made it back and said to be fine.
Domestic Disturbance: At 00:55 hours, VPD dispatch received a call reporting a possible domestic fight next door to the complainant. Officers made contact with two individuals. The two indicated that there was no physical altercation , just verbal and had been fighting over fishing.
Disturbance: At 02:48 hours, VPD received a report from a local business that an employee was drunk and getting belligerent. The caller indicated the individual had a banged up face, not sure what he did to himself. Officers responded and escorted the individual to his bunk, issued him a warning for Disorderly Conduct. No further calls were received.
Burglary: At 11:20 hours, VPD received a report of a possible burglary at a residence. An individual reported that they saw a couple people near the residence, but it has not been determined if anything is missing. This case is currently under investigation.
Traffic Hazard: At 12:57 hours, VPD received a report that a dump truck hauling rocks were overloaded and rocks were falling onto the roadway. Caller reported that the flying debris damaged his vehicle. Officers could not locate the described vehicle.
Motor Vehicle Accident: At 15:48 hours, a vehicle reportedly hit a parked car in parking lot. Minor damage occurred, par forms were issued to those involved.
Bar Disturbance: At 03:20 hours, VPD received a call from a local establishment reporting that “things were about to get out of hand”. Caller hung up without providing more details. Officers were out on patrol and arrived on scene within a minute and reported that no one was in an altercation, a lot of folks walking away.
Criminal Mischief/Public Urination: At 04:22 hours, VPD received a report that three intoxicated individuals urinated on the door of a local business and were walking south on meals. Officers looked for individuals matching the description given but could not locate the offenders.
Intoxicated Individual: At 07:12 hours, VPD received a report that an individual was passed out in the hallway of a hotel. Officers responded and were able to assist the individual into his room, which was only few doors away.
Vehicle Theft: At 08:27 hours, VPD received a report of a Vehicle Theft. Caller reported that her boyfriend noticed that her car was not home, but then noticed that it was parked behind a building with the door wide open. Officers responded to the location and found an individual passed out behind the wheel of the car. VPD Officer awoke the individual, who appeared intoxicated. The individual was given a preliminary breath test and field sobriety tests, to which he failed. Dorran Masters, DOB: 12/4/92, of Fairbanks, was arrested for Felony Vehicle Theft and Driving Under the Influence. He was transported to the Valdez Jail.
Camping: At 13:53 hours, VPD received a report about an ongoing issue with a few individuals camping in their vehicle in areas not approved for overnight parking. Officers made contact with the individuals and told them they need to leave the area. No further calls were received.
Aggressive Animal: At 17:44 hours, VPD received a call reporting that two pitbulls and a small black dog attacked the caller and her dog. An officer arrived on scene and was also charged by the dogs. The dogs were eventually impounded by Animal Control.
Domestic Assault: At 21:14 hours, VPD received a report from an individual stating that she had been hit in the eye. Officers responded to the scene and during the investigation determined that both individuals had assaulted each other resulting in black eyes for both. The assaults had not occurred at the time of the report and both individuals were intoxicated. Officers consulted with the District Attorney and decided that both would be arrested for DV Assault. Katrina Trefon, DOB: 4/21/87 of Valdez and James Moore, DOB: 8/17/74, of Valdez were both arrested and transported to the Valdez Jail. They are currently being held on $5,000 and $500 dollar bail.
Noise Disturbance: At 00:28 hours, VPD received a noise complaint regarding a group of people in the street making a lot of noise. Officers could not locate the source of the noise.
Bar Disturbance/Assault: At 01:30 hours, VPD received a report that a man was bitten by another man. Officers responded to the scene and discovered that the suspect was hitting on the victims girlfriend. The victim told him to leave her alone, prompting the suspect to reach over and bite the victim on the neck. The suspect fled the scene and the victim did not want anything done. No further incidents were reported.
Open door: At 02:05 hours, while conducting security checks for the school, the officers discovered that a door had been propped open. Upon entry to the building the officers found a frog hopping about the hallway. The frog was caught and relocated. The door was closed.
Noise Disturbance: At 03:59 hours, VPD received a noise complaint. The caller reported that the apartment close had very loud music playing. Upon officer arrival, the lights went out, the music went off, and lots of shuffling about could be heard from within. No further complaints were received.
Welfare Check: At 04:26 hours while on regular patrol, a VPD officer noticed a man lying on the sidewalk. The officer conducted a check on the individual and determined the man was highly intoxicated and had passed out while walking back to his hotel in the rain. The officer provided transportation to ensure he made it safe.
Theft: At 12:25 hours, VPD received an in person report from an individual that he was missing a Chevy 305 block and headers. The items were intended to be used as boat parts. This case is under investigation.
Weapons: At 15:08 hours, an individual called VPD to report that they heard three gun shots. Officers responded and after looking around the area and talking to neighbors no source of the shots could be located.
Bar Disturbance: At 20:57 hours, VPD received a report that a man who was highly intoxicated became belligerent when told to leave the premises. The man continued to call and harass the employee after he left. Officers made contact with person and advised him to stop calling. No further reports have been received.

8-12-14 Valdez EMS responded to a female needing medical assistance in Area 1. The patient was treated on scene and transported to Providence Valdez Medical Center.
8-12-14 Valdez Fire Department responded to a fire alarm activation at the SERVS Warehouse on Loop Road. The investigation showed no fire at the scene.
8-13-14 Valdez EMS responded to patient needing medical assistance due to a diabetic emergency. The patient was treated on scene and transported to Providence Valdez Medical Center.
