An “Employee Relations Team” has proposed an ordinance that gives the Valdez City Manager the power, subject to Council approval, to make or amend rules and regulations relating to …all of the employees of the City”. The ordinance allows employees, supervisors and department heads to have the freedom to develop arrangements for more flexibility in managing their work hours.
